Tractor runs wide open soon as I start it

I have a 1969 case 430- 440 gas engine draft O-Matic
soon as I start it, it runs wide open. I have noticed the
throttle is sticking in the open position even when I
havent given it any throttle if I grab the throttle linkage I
have to force it all the way back for it to idle. Soon as I let
go, it goes right back to a high wide-open throttle. What
am I overlooking? I have cleaned all linkages lubricated all
linkages, it do this until my sprayed some degreaser parts
cleaner on areas of the engine, cleaning it off so that I
could look for leaks. I did not use water, just a degreaser
and air Im having an overheating issue which I still have
because my radiator doesnt flow like it should thats
under another category but right now my problem is the
high idle. Im open for suggestions.
 
Sounds like the governor is sticking if all the linkages are free, working properly and in correct adjustment.
 
Governor issues are likely. The default governor to carb relationship is Idle. a spring in the governor then increases the RPM against the weights as centrifugal force makes them spin faster. Balls Out. as they say in old engines. If the weights were stuck, or the governor not turning it could act that way. Jim
 
In the case of the governor on your tractor if it was not turning the engine would not run. That is because the governor is part of the gear on the front of the camshaft, see link. The governor weights on the cam gear interact with the disc 15. Disc 15 is in contact with lever 25, that operates the shaft that sticks up out of the front gear housing with the cross bar on it that the linkage connects to. Somehow the centrifugal force from the weights is not being transferred to counter act the spring tension. Hopefully you do not have to pull the front gear cover off to repair this. That diagram may not be for your serial number range but you can change that by typing 430 in the search bar and selecting your serial number range.

linkages are not returning to idle position. my 312 did a spell of that this spring. look all linkage from throttle lever over .everywhere it goes through a hole,hinges ,pivot point spray with penetrating oil generously.if it has foot throttle hit it too. then work lever back n fourth watching to see if it pulls rod on distributer side of block back n fourth.
ive had the rod stick where it goes down side of block on vac and 312 n 411b. i reread you said throttle lever had no affect so start there work forward
 
I have cleaned and greased every linkage worked it back and forth removed the carb cleaned it when its apart the linkages move freely the carb does as well put I back together and it revs wide open Im wondering if like suggested earlier from someone if its the governor?????? So frustrated at this point. I sure appreciate everyone for their suggestions Ill keep working on it
