LeRoy started me thinking yesterday with his comment on the Fordson All Round or Row Crop as we called it. I knew, somewhere in my collection, I had a picture of the one with two front wheels, so here it is.
Fordson All Round

There was an Allaround at a local auction back in 2008. I didn't see the bid, but I'll
bet it was under-appreciated at the time. I was especiallly interested in the
corn cultivator and the trip-style power lift. I'm not sure if the brake drums are
functional, or just serve to mount the axle extensions. I don't see any pedals or
levers. The tractor is a 1938. I don't think any 1939's were imported, maybe a few.
The 9N tractor took the market. This version uses the worm drive steering with the U-joint
in the radiator side. In your picture, showing a 1937 or 36, they use the chicken-roost
type of steering that was familiar to JI Case owners. I believe the rear wheels are by Electric Wheel Corp.

Those rear lugs look like the same exact lugs IHC used on the F-20. Wondering if they are, and have the IHC logo on each one. I can't blow picture up enough to tell.

Lugs wore out, and back in the day, some resorted to cut offs as a source for replacement lugs. Instead of going back to the dealership and paying new price. If they would bolt to a different wheel, people would do this. And when new lugs were no longer made, even more people did this. If not concerned about being all original.
