Interesting. Wheel weights and discing every square foot of soil which was common in orchards at that time.
 
Looks like the lower side sheet metal had a hinge to that it could be raised to get at the flywheel.

Front wheel weights probably necessary as the design put most of its weight toward the rear wheels and leaves the shorter wheel base front a little light to make short orchard turns over humpy loose soil. The row crops had that heavy steering post system further forward than this design, I believe. (spent many hated hours on a 37 A).
