I picked up this tractor a couple weeks ago and been working on getting it and just took the seat off and noticed this. This is on the bottom of the cylinder. Is it blown out? And would it be repairable?

I may have one on an old tractor behind the barn.
Take some photos of the whole setup and I will try to look.

That's damage from water freezing. There isn't supposed to be any hydraulic pressure on the housing at that location unless the drain line gets
plugged with old grease. Where are you located. I'm in central NC and have the parts you need but shipping would be cost prohibitive. Lee

is their pressure in that area? If i patched it would it still be usable?

I know nothing about Case VAC's so... does it even need to be patched?

It doesn't look like anything is leaking out of there, or has ever leaked out of there. The metal underneath would be stained from the oil, and it's just plain rusty.
