Oil filter housing

I have a Ford Cl340 skid loader and I would like to know if the oil filter assembly is correct? Some one has the out going towards the tank and the in coming after the oil filter, just wondering on your thoughts, Thank you

Is the filter in the RETURN line? (NOT uncommon.)

Description.. this is nothing bad Fiat apparently just
did not know what to put there. You are opening the
online parts catalog for that machine. Go to section
021, at point 16 is where that filter appears to be.
Which is receiving return flow as wore out suggested.
If you go to section 022 you will see the filter; also
number 12 is the strainer that the pump suction draws
fluid through.
