Farmall c with 404 engine issues

I have my Grandfathers 1951 Farmall c, the engine in it when I got it was a c123 with a bad head, I replaced it with a c135 from a 404 so I could pull my mower. The c135 runs at 2,300 rpms the original c113 ran at 1,875 rpms so I wanted to run the c135 at about 2,100 to not get too far above the 540 rpm pto. If I adjust linkage and governor I can get 2,100 but it will not idle down. It has the C governor and a replacement carburetor. Best compromise I have been able to get is 1,000 low and 1,800 high, any ideas? Also the 404 radiator would not fit my C chassis and the C radiator would not fit the 404 engine, I was advised to get a 140 radiator, but now it runs hot. The radiator I bought was new but only has 2 layers of cores , is that normal for a 140 or did I just get a cheap one.

A first guess is that the linkage mechanical ratio between the governor output arm (left side) and carb throttle lever is different. Try running the engine with the throttle to governor link off, and the throttle lever bungied (small bungie or spring) toward Idle. This will prove the governor at fault or not. Check the lever lengths. Jim
 
As to the high idle speed, where are you
mucking with the linkage? Unmuck what you
did there and set the high idle with the
screw with locknut in the governor
housing.
 
I do not know why u are fussing with rpm. Go 3/4 throttle
or what ever makes u happy and done. Its the same as
GUTD. Gear up throttle down. Saves on fuel and engine
wear, ya I know the engine is still running.

I am using all original linkage , when I adjust according to the manual I get a max of 1700 rpm s with full adjustment to the governor speed adjusting screw. In order to get higher rpm I have to adjust the governor to carburetor linkage longer but then lose low idle. Thank you for answering.

In order to get required rpm for HP required to run my mower I have to extend the carburetor linkage and it will not idle down so regardless of throttle position I have 1 speed. Thank you for answering.

There is a procedure in the shop manual
(which I don't have at hand at the
moment) for adjusting the length of the
governor rod on the LEFT side of the
engine, follow that procedure, then LEAVE
IT ALONE and set your high idle with the
screw in the governor.
