Seems to me he left the lugs behind for tillage work. Lots of wheel slip like a railroad engine on rails.

This looks like an early Howard tractor. He was a farmers son who invented and perfected the rotory hoe, sold as a rotator. One tractor model was called a DH for Daisy Howard has wife, can't remember his name. This happened just North of where I live in Australia. Had one at one time they take
a lot of power to run, but work the ground to a fine tilth quickly.
