The solenoid (starter relay) may be a grounding type. Try using a jumper from ground to the Small terminal on the relay. The button should provide a ground (if it is that
type. Jim

Maybe you are installing a new solenoid or it maybe for
repositioned if you had it off. The magnetic coil in the
solenoid is connected to one of the side terminals you
have to figure out which one. Get a jumper wire as Jim
suggested that is connected to a ground long enough
to touch the small terminal on solenoid. Disconnect the
cable on the solenoid that goes to the starter. With the
battery connected touch the grounding jumper to the
small terminal. If you get a click it should be good to
go. If not unhook the battery. Now connect the battery
cable to the opposite large terminal on the solenoid.
Once again touch your ground to the small solenoid
terminal. If it did not click the previous time then it
should now. If it clicks put your cable from the stater
back on and reconnect the wiring and see if it starter
spins it. I am not sure how clear you want the answer
to be. Jims reply is saying the small terminal needs
connected to a ground to start it and the solenoid has
to have the battery cable connected to the correct side
terminal.
