I assume that crank laying on the ground is to hand crank the tractor....so is there a hole in the front of the picker to stick the crank through ?

Many years ago I saw a picker mounted on an F-20. That entire top section of the center snout was hinged on one side. You flipped it open to crank the tractor. Looks like this one may be like that.
 
Appears to be a starting crank. One things for sure, it's longer than the crank that came with the tractor. So evidently it's a special crank for use with the picker being mounted. As to whether it goes through a hole or not, I can't answer that. It could also be possible that it is exta long to get out past some picker frame work once the tin is removed. If it went through a hole, the hole would be on the other side of snout.
 
Weight or low tire? Not every farmer would necessarily have an air compressor back in those days. Many relied on a compressor that screwed in a spark plug hole or slid on the PTO shaft. So not like pull up to the hose pump it up if need be.
