Removing Tractor Decals

I am thinking of re-painting one of the first tractors I restored. It has the sheet vinyl decals on it now. The sheet metal on this tractor was pretty beat up and has a lot of body filler on it. I want to remove the decals with out getting into the body filler. There has been several discussions about the eraser wheel that is used in a drill. Would that work on these types of decals?

The eraser wheel works on that kind of decal but if you press too hard or stay in one place too long, it will grind out the body putty as well. Using a heat gun and putty knife is probably the only way you can go if you do not want to disturb or touch up the body putty.
