How do I remove the fuel filter from my 1020. It has a plastic water drain plug in the bottom. It has a glass bottom about a 1/2" thick that fits on the bottom of the filter.

From the Operator's Manual.

If you don't have one, you can go to https://techpubs.deere.com/en-US/Search/Equipment
an purchase one, or a .pdf copy can be downloaded for FREE.

My tractor only has 1 filter. It has a plastic drain screw on thebottom.
Is the retaining screw up inside the glass bowl on the bottom of the filter? Is it a screw or bolt?

I believe the exposed part of hollow bolt, (that the drain plug screws into) Key #16 is knurled to aid in gripping it and uncrewing it so the filter and sediment bowl can be removed.

Ditto what you stated sounds correct to my memory.
