I have this battery charger for my modified manlift. It does not charge. Checked for loose connections and checked that fuse is good. But what is the round thing in the picture? Do they go bad? Is there a way to test it? Thanks

It's a capacitor, most likely an ''oil filled capacitor'', POSSIBLY an ''electrolytic capacitor''.

Dunno where it is in the circuit, and at what voltage it operates, but they can store a nasty and possibly lethal charge IF operating at a significant voltage.

Probably NOT the situation in your charger, but be sure the cap is discharged by shorting an insulated screwdriver across it before monkeying with it. (With the charger unplugged, obviously!)

The capacitance value and safe operating voltage should be stamped on the metal case IF the markings are still visible.

Once you get it removes there's MAY YouTube vids on testing/checking caps.

All that being said, it is NOT likely to be the reason your charger isn't working unless it has shorted and blown a fuse in the charger.
 
Open transformer windings or open diode bridge for making AC into DC are two likely fail points. Switches and contacts, burnt wires are also possible. The capacitor filters the DC output and can (as noted) go bad but not as likely as the other things. If you are not electrically inclined have someone who is look at it. it could be simple. Jim
 
That is a capacitor and this unit looks like the older style golf cart battery chargers and if that is the case the capacitor controls the output voltage and it can affect the output. If you have it checked and need replacement be sure it is the same specs as the old one or else you will get a different voltage output.
