Okay, here's the next update. I pulled out all the Sheetmetal to inspect it.

Cut the center out bigger than the bolt pattern, and weld in a new plate good to go. IF you drill the new plate before removing the old, you will have your seat set like it did before you cut the old rusted center out. Mark your sides of the new plate before cutting out at the inside of the lines.
 
Hood and grills look very straight.
I spent a lot of time on my 39 A grills using a hammer and a block of wood getting them straightened out.
Also spent a bunch of time on my 41 H grills using the same tools.
