I wonder if photos like this were staged as promotional or something, being that the operator is formally dressed like that. It certainly wouldnt be very warm or efficient to work in.
 
Turning had to be an experience , not so much the steering rod but the clutch and brake were rods
way before modern cables as we have today.

I'm sure they were. Getting a picture taken was a very big deal in those days. You had to bring in a photographer with elaborate equipment--tripod, a very large camera, etc. This all had to be set up, and everything posed just right. The whole process probably took an hour or two, just to get a few pictures.

Not like today where 95% of people have cameras in their pockets all the time and crank out pictures by the dozen.

Makes me think there was a different operator dressed in winter clothes who set the whole thing up, then this inappropriately dressed guy got out of a nearby car and climbed onto the grader for the photo.
 
Got to have the right cap on your head when pushing snow. Somehow something that covers your ears would seem more appropriate.
