My JD B rocker arm shaft has obvious different thicknesses. Is this wear or is this intentional? Thanks for all your help.

A picture would have been helpful in this case. I doubt
that it was machine to a smaller size than the diameter
of the sections that are inside the mounting stands. So
variations in the outside diameter are wear. Do you
have a service/repair manual for your tractor? It should
give you minimum diameter specs for a part like that. If
you can visibly see the wear a Harbor Freight cheapo
vernier caliper would give you a good enough
measurement to determine if it should be reused or
not.
