Be cheaper to wrap your steel wheels with an old tire with the sidewalls cut off. Or cut the lugs off an old tire and bolt them on individually. A sawsall works great for that.
 
You mean like these? Miller used to sell them, but no longer. I'd call them- maybe they can hook you up with some they still have in stock, or get you in touch
with their supplier. I almost bought a set years ago but didnt like the colour, and then I found some nice F&H rims.

Why didnt they/dont they mold them in yellow?

I'm with the old tractor tread. Plenty of used tractor tires the tread is good and the tire has gotten bad. Wrap the tread on could even use a couple smaller narrowe tires to look like duals if you wanted.
