Jim, to this point I never had an interest in that section. I would agree I see nothing that would indicate a place to start a new journal. I would go down to Site Comments and see if this is something that is still being supported.

The index on the left side of the page shows when one is using Classic View, not Modern View. You either have to switch to Classic View or go to the YT Home Page.
 
I am looking at this thread in classic, logged in on classic.

Are you using a computer, tablet or phone? It does not show on the left, when I use my tablet or phone.

On my computer it is at the top left where the posts start. As I scroll down the posts it doesn't follow so it goes out of sight.

if your browser has the option to select "Desktop Site", try that.
