1948 Farmall cub clutch

Just purchased this tractor, the clutch is very hard to
depress and its not returning all the way back, the
tractor moves fine and goes into gear ok.

Also noticed this tractor does not have no adjustment on
the pedal, like another tractor that I was looking at, think
was 1950cub.

'47-48 cubs clutch adjustment is in torque tube. Not an easy adjustment. Later they moved the adjustment to the pedal. As far as not returning, big spring from pedal to underside of floor board could be missing or worn out. Try squirting a good penetrating oil on the shaft the pedal rotates on. If clutch is working adjustment is probably ok. Email sent

Can I remove the clutch pedal shaft to clean lube without splitting the tractor, something is causing the pedal not to operate smoothly

As Grandpa said or you could have a mouse nest type problem in the torque tube

if its not on the pedal its in the torque tube look at the hole in front of the tranny below and you will see the adjustment
