IH 574 pto issue

I own a 574 I cant get pressure from the actuator valve that engages the pto. Added shims as book said to but only 3psi out of valve. Ware else can I look?

Did you just go on the T test point or did you go onto the MCV port for the PTO hydraulic line?
By going on the MCV port you are testing the pressure directly from the PTO spool valve, testing at the T test port the oil could be leaking in the PTO clutch or the sealing rings on the PTO shaft.
If the pressure is low on the MCV port then check the oil cooler bypass relief valve for broken spring.
