That's interesting. The flywheel is on the left side with what looks like a belt guide on the left corner. Plus it has street grousers on the wheels verse lugs.

Not a belt guide. It is a wire rope guide. Cable drum mounted on the left rear axle between the firebox and the left rear wheel. To use it, remove the drive pins from each rear wheel, insert the pin for the cable drum through the rear axle (probably block each rear wheel) thread the cable through the guide. And note that this has nothing to do with the cable plowing traction engines with the large wire rope drum mounted under the boiler.
