Hydraulic loader problem

I recently picked up a Massey 204 for a great price, and after a tune up and carb rebuild it runs a lot better than it did when I got it. I have an issue with the loader however. When I try to curl the bucket, up or down, when it reaches the last few inches of the cylinder it bogs down the engine to the point of stalling it. Does anyone have any idea what the issue might be? The cylinders leak down pretty badly too so I'm sure they need to be rebuilt.
 
The cylinders could have a built in cushion to slow the motion at each end to prevent slamming.

It's a built in valve set up that hydraulically slows the cylinder. It may be clogged with pieces of the seal if they are failing.
 
I don't think they've been replaced, the paint on the cylinders matches the rest of the loader and if I slowly feather the valve they will extend or retract all the way.
 
Hopefully the problem is as simple as that. I need to find seal kits for it, but I do have plans of rebuilding the cylinders. I hate loaders that leak down.
