Repair Replace PTO Guard/Shield

On my New Holland 311 baler the PTO shield is made of sheet metal and has dings and dents in it. This makes it difficult for the two halves of the shield to slide back and forth across each other.
Should I take the torch and heat up the outer shield and force it down over the inner shield to help straighten the outer shield? How have you solved this problem?
Should I just remove the sheet metal tube and replace with plastic?

The actual PTO is in good shape, its the shield that is bad.
 
Take it to a body shop (independent) or iron worker, and have them make it contoured enough to work. A hardwood stump, and a body hammer is really all that is needed. Jim
 
Put it over a steel shaft as close to the size of the inside of the pipe as you can then tap the dents out with a big hammer tapping on it. Keep the pipe tight down to the shaft. Tap around the outer edge of the dent to help with removing the crease made by the dent. Then oil it to slide easier. Grease the shaft itself as you put it back together.

There is a patient date on it going back to the 1880's.
 
It's steel. You should be able to find a makeshift mandrel to slide it over and tap the dents out with a hammer.

There's only one manufacturer for PTO shields: Weasler. You won't like the price of a new plastic one. Probably cost more than the entire baler is worth.
