steering rod

Hi everyone. On my 1939 JD-H tractor, I'll call it the steering rod, it goes from the steering wheel to the front of the tractor, it passes through a tower and it's somewhat sloppy. It can wobble a little bit. Doesn't seem to affect the steering though. I looked at some schematics of this area and didn't see any shims of some type, to tighten it up some. Is what I'm describing normal?? Many thanks, Nicholas C.
 
Take off the nose piece. There's a cap with two bolts and shims to adjust the tapered roller bearings. The top cap allows access to an eccentric bushing to adjust the worm gear mesh. You really need a service manual.
 
If I'm reading your post correctly I believe you are talking about where the steering shaft goes through the pedestal. If you look close there is a bushing in the drawing in parts book (key 13). It is H278R and is available from various sources.
