Move control handle forward to raise & rearward to lower. Rockshaft requires load to rotate correct direction to lower.

Also; you need the weight of an implement on the three-point to pull the arms down, no power down. Just power up..
 
i have a late 1949/early 1950 model A ,
and i know its easy to forget, but you need the pto turned on,
for the rockshaft to work, i believe
 
PTO engaged, clutch engaged, Lever forward to raise. Two replies here have said it needs weight to lower. The rockshaft will return even without arms on. Pretty sure there's a torsion spring on the rockshaft.
