Well going on week four no start. I have brought number one cylinder up to compression stroke were absolute top dead center would be. Using a screwdriver small one to verify where The piston is at absolute top dead center. Now looking at the site window at timing marks on the fly wheel with the engraved mark on the housing its at zero. Does that appear to be right or not inherited this tractor from a friend and he doesnt want it so I give him 250 bucks for it

What you have done IS correct IF both valves are closed on #1 cylinder indicating that it is at the end of the compression stroke and not 180 degrees "off" at the end of the exhaust stroke.
 
The timing marks come up on both the compression stroke and the exhaust stroke. Most non running conditions are caused by bad or corroded ed points
