Hello, I've had this 1940 9n for 3 years now and it's always had this problem of jumping when I release the clutch in gear to move.
When I got it, it didn't run, and I put a new carb (from amazon). I have no idea what it ran like before the new carb. I've read
that this problem may be the carb or the governor. Any ideas?

Could also be the fact you let up on the clutch to fast. I learned how to use a clutch on a machine that if you released it to fast you ate handle bars or flipped and you learn fast n them
 
An oily or damaged clutch will jump when trying to feather it to a start.

And a governor will cause the engine to surge if it senses a drop in RPM.

At idle the throttle should be mechanically held closed, not held closed by the governor. That serves 2 purposes, it's a safety override in case the governor fails, and it helps prevent the speed surge when you don't expect it.
 
How would I know if the clutch is oily? Or even damaged?
I'm not very experienced in this stuff. I'm learning as I go, so I don't quite understand this governor thing.
