I see photos of manual fuel pumps but doesnt have one or does it look like it ever had one should I put one on I've been around this tractor for long time til I bought it
 
Some early Oliver/Wakesha diesels used feed pumps, the late models did not. There are lots of tractors with Stanadyne/Roosa pumps that work fine without the feed pump. AC, Case, Ford, IH, MM, and White are some that come to mind..
