Ford 861 hydraulic lift problem

I changed the pin riding the cam and then reinstalled the hydraulic cover, but the problem hasnt gone away.
Is it the hydraulic pump that needs replacement and how do I test it to know for sure?

The cam follower pin was never the cause of no lift, as it would at the very least lift in Draft Control mode, where the pin is not involved. Most often reason for no lift is a stuck unloader valve, which prevents pressure from reaching the lift cylinder. Cover off again, remove unloader valve, clean & best to replace the "O"-ring with an exact replacement ring, as there is only about 40# pressure available to move this valve, so it has to be very free to move. It has no mechanical connection, only fluid to move it.

It will not lift.

With the tractor running, slowly loosen the plug on the top front of the pump. At some point, you should have a lot of oil running out. If so, the pump is pumping.
If you get the plug out and no oil coming out, the something is wrong in the pump, or it's not primed.
On my NAA, the seal on the pump shaft was bad and let air in. I would have to prime it anytime I Used the tractor. New seal fixed it.
Pump is very easy to work on.

Where is the unloaded valve? My diagram does not show one.
