my right hand tie rod ball joint which connects to the sector arm just turns when I try and take the nut off. Any suggestions other than sawzalling it off and replacing it?
 
Try squeezing the nut hard with vice grips in several different directions. Maybe you can break the (rust) bond. Try and get the taper to grip a little maybe chanel lock
plyers to push the tapers together will get them to hold some. Maybe then tighten it and get the taper to grab again, then take the nut off. Heating the nut might help
too.
 
Sometimes I've been able to get them off by using a pry bar against the tie rod and putting enough
pressure on it to stop the ball joint from turning.

The hole is tapered, sometimes a good smack on the ball with a hammer is enough to seat it so that
you can turn the nut off.
 
Use a pry bar about 3 ft long to push the taper into the arm. The taper will lock up and the nut will come off. Second method: use a
heavy block or sledge to support the nut on one side and use a cold chisel to make a cut parallel with the stud through the opposite side
of the flat of the nut. 1/2 way through will make it free. Jim
 
If your hand is steady enough, you can use a fire wrench to cut one side of the nut off without damaging the threads. I generally cut opposite sides of the nut off, then use a hammer and punch to pop the two sides of the nut off. Then run a thread chaser or die over the threads.
 
What Russel said but I use an impact with short bursts while holding pressure on it. If you do not see it coming loose you have to stop and resort to another method suggested to cut it off. Do not want to spin it to much this way an mess up the tapered hole.
 
Is the nut on the top or the bottom? If on top, I've had good luck with putting a jack under them, put pressure on them, put a pipe
over then nut and swat it with a hammer, heat the nut with the torch then use the impact wrench. Nine times out of ten, they come
right off.
 
See if it will tighten up, that will wedge the stud in the taper. Prying sideways might bind it enough to stop the spinning enough to get to tighten.

Then take the nut off.

If the nut is on top of the arm and the joint below, get your floor Jack out and put some pressure on the joint. The pressure will hold the stud in the taper of the arm and youll be spin the nut right off.
