Domesticated rabbits - yes IIRC every 30-60 days for a new litter. Wild rabbits - sometimes yes, it depends how much stress they are under at any given point in the year. Low food availability and high predator interaction results in few to no babies.
 
These have plenty of hay and I even leave them a little grain . I went to feed tonight and I steeped on a pile of hay and I heard crying babies looked and there was 6 or 8 new babies under the hay .
 
If the rabbit is pregnant and food supply deminishes therefore nutrition the Mother can absorb the unborn young to supply her own nutritional needs.
 
Have very few around here. Used to be we'd get twenty or so on Thanksgiving Day. Now I might go a whole year and not see one. Two theories circulate around here--high endophyte fescue or coyotes.
