Ford 6610 three point lift chattering/hiccuping

My brother has a new to him Ford 6610 and the lift chatters/hiccups when raised or lowered under load. It is stable once it is raised. When the engine is off it lowers smoothly.The piston oring and seal,filter, and 134d fluid has been replaced.

What are the primary systems to be checked? I don't know if the mechanics checked the hydraulic pump pressure or stability.

The tractor did this with the previous owner before my brother got it.
