Power adj rims

I replaced the rims on my Jd 1530 The centers are not original there is first layer of paint orange then red then silver and finally yellow. Well the new rims have different lock on them and when I adj them all the way out I can only get one lock on them. Do they need both locks on the rails or will one be sufficient?
 
If they are tight, and do not move under load they will be OK, but if the lock that is not locked moves, the rim will wear and get worse/make noise/be a problem. Putting a dot of finger nail polish or a small dab of epoxy on the rail to lock will tell you if it is moving by breaking when operated. (like a dab of paint on screws used to detect tampering) If a small tab or other projection is needed to create a working lock, dismount the tire from the rim before welding.
