need brushhog/mower help

I have a 6 ft mower/brushhog on my Kubota tractor. I noticed the weeds were not being cut. shaft spinning normal. I stopped the blades spinning and noticed they were not straight out. I grabbed them and they swiveled side to side and they were a little floppy. It had been cutting fine. What is problem? Thanks for help or ideas.
 
The swiveling is normal, they are supposed to do that. Check if the slip clutch is slipping.
 
That is normal for the blades, they are
straight out while spinning. If your mower
has a shear bolt where the shaft hooks to
tge gearbox it may have broke or if it has a
slip clutch it may need adjusted
 
You said stopped the blades spinning. Blades or PTO shaft. Shaft spinning and blades not = shear bolt. Both spinning and still no cutting maybe you have the blades
on upside down. Don't laugh guys, I did it once.
