Tractor spark plugs

Lots of things can go wrong with plugs.

And sometimes they can look perfectly good and will not run right.

But a properly installed, gapped, and correct plug that fails prematurely, it is almost always a result of weak spark, wrong timing, wrong fuel ratio, faulty thermostat, or oil consumption.
Spark Plug Failures

Simple answer is yes.
They can short out
They can/do foul out
the electrode can burn away
The center part can break or burn away making the gap extra wide
And probably a number of other things can happen

first question... yes. years ago there was a champion spark plug cleaner, i have one. you sandblast the plug, open the gap, file the electrode flat and regap. good as new. plus you could check the firing of them on the machine also. have you noticed years ago you went 20,000 miles on a set of plugs, now you can get 200,000 miles . all due to clean burning engines.

YES they go bad (develop a shorting path and HV breakdown)

YES they wear out (tip and/or ground strap wears down)

YES if carbon or oil fouled cleaning can get them going

I have a Harbor Freight spark plug blaster. It has saved me hundreds and hundreds of dollars on plugs. Most of the time they are fouled from carburetors being over rich and soot up the porcelain. The soot is a conductor and the spark flows from the center of the electrode down to the body and making no ark. Then they wont fire. A quick blast from the blaster and fix the over rich carb and it is good as new. It was about $18. Wont find them in parts stores. Another tool i wont be with out.

Look at the electrodes. If the edges show signs of rounding off, throw it away. Takes more electrical energy to make the spark jump off a rounded electrode.

Heres a picture of a sign I have in my shop.

Yes they can go bad.
New lawn mower would run for about 3 minutes and then die.
After spark plug got hot, it would quit.
If you can clean them and they work, I would use them.

I had one of those cleaners ans also an AC cleaner that worked better than the champion but did nothave the tester.
