John Deere 2640 Oil Reservoir Empty on startup

I have a John Deere 2640 with reverser. Upon first startup I have no power steering, no loader, and no three point. Tractor runs for about 15 seconds and then hydraulics begin to work, but chatter. Once tractor runs for about a minute, hydraulics are flawless. What I have noticed is that as the tractor sits, the oil reservoir above the main pump leaks off. Its full when I shut the tractor off and empty about 30 minutes later. Any suggestions?
 
Not sure if the systems are the same, but I have a similar issue with my JD 410 backhoe. The main hydraulic pump is in front of the engine connected to the crankshaft. There is a smaller pump in the transmission that supplies the big pump. When it first starts the hydraulics don't work. You can hear a change in the engine when the oil from the small pump reaches the big pump, it only takes a few seconds, but during that few seconds the hydraulics won't hardly work at all. As soon as the big pump is pumping the hydraulics are flawless.
 

I suggest to check to be sure the check ball(item 11) is in place & functioning as designed.

Well, I have tried a number of things to try to remedy the problem. Sump Screen is perfectly clean, I checked the hydraulic filter relief valve, checked the pressure control valve, destroked the stroke control valve, and checked the bypass ball on top of the oil reservoir. Everything checked out perfectly but I still have chatter on first startup and oil disappears out of the oil reservoir while the tractor is sitting. Again, everything works perfectly after the tractor is cranked and runs for about a minute. I can shut the tractor off for about 30 minutes and everything works perfect on startup. After about an hour of sitting everything starts chattering again on startup.
