To what purpose?

I ask your indulgence of my ignorance. What id the purpose of the half-moon casting in the top quadrant of the wheel? Not there for style but I can't devine a reason.

My guess is the valve stem if the rim was mounted in a different position.

Looks like that rim could be mounted on the inside of the hub to give narrower tire width. The valve stem would then be behind the wheel center and accessable through that notch if the rim was installed properly to allow that. Also the valve stem would slide through that notch during installation.

Ahhh. Yes, that makes perfect sense. I have never changed to offset so I never considered that 1 would make it difficult to access the stem.

In addition to the valve stem, it makes a good opening for a chain to mount or dismount.

The cut-out allows you to mount the rim if the wheel is reversed. The cut-out provides a gap through which the narrow, part of the rim will slip.
