new holland 3010S-question on power steering cylinder

i recently had to have the power steering cylinder rebuilt as seals were leaking; re-installed it/topped off hydro fluid yet when i start it up the wheels will not turn(and will not when not running). steering wheel moves easily but wheels do not move. i may have reversed the 2 lines going into the cylinder-would that cause this problem? can anyone explain which line goes where? from what i can see there are 2 hydro lines coming from engine-i believe the one in front connects to the right hand port on the cylinder. if i have them on correctly, then what is the problem? air in lines? thanks in advance for your help!
 
Air or the pump drained down. Does the steering have it's own pump or come off the tractor hydraulics?

If it's own pump, be sure it is topped off. Try bringing the RPM up while turning the wheel. It may help to lift the front wheels off the ground to get some oil moving easier.

If tractor hydraulics, be sure it is full. Do the other hydraulics work?

Reversing the lines will not stop it but will make it work backwards.
 

Connecting the lines backwards will reverse the steering making the wheels turn the opposite direction but won't cause it not to steer
The lines coming from the pump go back the the steering motor and the 2 lines connecting to the cylinder also go back to the steering motor.
Make sure the power steering pump canister is full and with the engine running turn the steering wheel 2-3 turns in each direction to work the air out
Keep checking the fluid level in the pump
