International 544 gas only starts when throttle closed

I don't know if this is a symptom that can be diagnosed or not. My International 544 gas will only start when the throttle is moved to the minimum or closed. Then as it begins to fire at the minimum throttle setting you can slowly advance it maybe 10%. Once it sets there running for a while it will run at normal operating rpm's. No way will it start at 1/2 to full throttle. Doesn't matter if you choke it or not. Thanks.
 
Check the spark quality, should have 1/4 inch spark to ground at the plug end of each wire.

Take a look at the plugs, if worn, fouled, or have been in a while change them just to say you did.

Weak spark can be caused by points out of adjustment, bad wires, bad condenser (often bad new out of the box), bad cap/rotor, weak coil, or wrong coil, coil/resistor combo.
 
At cranking speeds, the starter turns the engine much slower than normal idle speed. If the throttle is at all advanced, the governor sees this speed as needing full throttle. So the engine starts well when at idle, but not at all when the throttle is open. You also need to determine if the choke is actually working. With the hose off of the intake to the carb, the choke should be easily seen. It needs to be basically shut with the knob out, and fully open when pushed in. Electrical issues can exacerbate the problem. Jim
 
dose it smoke real bad at first if so your carb is flooding and filling the air intake hose with gas and if you open the throttle to fast it will flood the engine
 
My windrower with the slant 6 Chrysler is that way. Always has been. I don't really know why. I've probly owned it for 30 years. I don't plan on trouble shooting it. Always starts and runs nice. You know what they say--if it ain't broke, don't fix it.
 
Gasoline engines pull a better vacuum at idle setting when turning slow with starters. sometimes this is a sign of poor compression.
 
Our '49 John Deere A gas burner was the same way for years. Underwent several engine overhauls over the years and that never changed. We never worried about it.
 
I have a 544 also and it is the same way -- always has been - I have tuned it to perfection and it doesnt change -- so I just live with it !!Its a real chore to get it to fire when its zero degrees outside -- Roy
 
I had that same issue with an H, turned out to be the choke shaft was snapped off. You couldn't see it without taking off the intake hose and the choke rod felt normal but it was broken.
