Hydraulic don't work

I have a ford 601and the hydraulic system doesn't work will not move three point at all. I have a rebuilt pump and it is working OK. I also pulled the top lid and replaced the rings on the piston, replaced all O rings, new relief value, pivot pin is OK, pulled the check check valued clean and seems to work OK. this is a 1963 or 64. what do I do next, unloading value???? control vaule??? or what????

est bet is stuck unloading valve. Had tractor set for a long period of time or lift un-used?
 
Remove the hydraulic dipstick and put a shot or two of compressed air in there. Crank the tractor without starting it, then start it and the
hydraulics will work. My brother in law told me about this trick and also read it online. I changed the hydraulic fluid in my NAA and had to
do this. Also had the screw out of the pump when i cranked it and I seen the fluid return, and put the screw back in.
