638 round baler twine arm

I got a Newholland 638 round baler as you can see in the picture the twine arm barely hits the strike angle when it comes by im not sure if the twine arm is supposed to be above the strike angle maybe got bent down somehow im not sure cant a picture in the manual any you guys familiar with this baler thanks

When twine arms are extended there should be at least couple inches clearance between them and the teeth. The L shaped bolt is to give a specific guide for the twine to be cut off. Also it is hard to tell in the picture, but the knife bevel should face down.
