international 464 gas farm tractor

looking for some advise I have owned the tractor for 30 years and she only has 1800 hours. After I start to mow about 30 minutes in the r side brake pedal starts to get hard and is applying brake pressure to the right wheel, I have no idea why I can turn the tractor off and let it sit and it will bleed the pressure down so I can work again for some time.
Any help would be appreciated

Just some general hydraulic brake system info, not specific to your tractor.

But when a brake system does what you describe, the reason is usually the master cylinder piston is
not fully returning. If it does not fully return when released, the internal fluid vent is not
opened, and as the brake fluid heats and expands, it begins to apply pressure to the wheel cylinder
until the brake is dragging or locks completely.

This can be caused by either the pedal failing to fully return, the pedal linkage out of
adjustment, or the cylinder itself is bad.

A bad cylinder can be caused by corrosion in the cylinder bore, OR the wrong fluid being introduced
to the system. Incorrect fluid is a terrible thing, it swells the seals and contaminates the entire
brake system, and is difficult to clean out and repair. I do not know what fluid your system uses,
hopefully someone will know, or it will be in the owners manual, or on the reservoir lid.

the pedal is returning all the way at all times when the wheel starts to almost lock up there is min pedal travel as the pedal is rock hard, as for hyd fluid it uses and is designed to use the tractors hyd system, I never thought about a possible stuck piston. When you let the tractor sit as I did tonight I went and brought my horses in and fed then on the way back to the house I stopped by the tractor and the pedal was fine or normal again time pasted was about 10 minutes

little hole in the cap is plugged or should say in rubber boot .case 450 Dozer will do that about one every two years just to be sure just lossen the cap a little

Another way to verify a bad master cylinder, have a wrench ready, when the brake binds up crack the
line loose at the master cylinder, or open a bleeder screw. See if that relieves the pressure and
the brake releases.

The UK version of the IH Service Manuals in PDF format are available at the link below. There are some differences on the Louisville, KY, USA assembled tractor from the UK versions but the brakes are the same.
The 464 is same as 454 with just about 5 more HP.
Section Group 8 starting on Page 97 gives explanation of how the brakes work and how the hydraulic return oil from the oil cooler is used to feed the master cylinders, there is a screen and orifice in the
hydraulic feed line to each master cylinder. IIRC very early IH 54 series tractors did not have the orifice in the feed line and that caused the problem you described. The other problem can be too much flow in
the hydraulic oil cooler return line and there is a flow measurement for that.
