I have the deck off of the JD 345 to clean up the rust and
paint it. Found a couple of cracks and welded them and then
power washed. The previous owner must have never cleaned
out the underside or the top, really rusty. I gave it 2 coats of
rust converter and will prime and paint it. Have some slip plate
for under the deck.

My JD deck did the same thing. I thought previous owner had washed it too much.
Could be deck is too thin.
 
Once the primer and paint go on you will not be able to see the belt routing diagram drawn on the deck.

Nice thing is you can do a search of your own YT posts 5 years from now and the picture with the diagram will be here waiting for you.

I have come across photos I have posted on various sites over the years that I had lost due to old dead computers and saved them back to my current laptop.

Kind of like a low budget treasure hunt for a rainy day when you need something to keep your mind occupied.
 
The first picture still has the belt on, so I have it in my phone until after it's painted and then I will mark it again.
 
that is the effects of powder coating, you won't stop that until the finish is completely taken off and painted.

I just sandblasted the fender assembly on a 345 also, you can see in the first photo how powder coating peels off once there is water under it.

I'm still using a 1969 mower deck, got a newer one I rebuilt hanging on the wall for years but can't wear that old one out.

I don't clean mine. They put so much covers and safety junk on the deck you can't see it. To wash the deck off properly it would take a half hour of disassembly and a little more to put it back. I keep mine inside when not in use though.
 
Good morning: I have Deere model 212 with a deck that had covers over the pulleys, but water gets in to the hidden low spots around the spindle bearings. i have removed the covers so if the area gets wet, at least it can dry off, or I can even blow away the wet grass & leaves, etc with my leaf blower. (BTW: my seat switch works, so if I am off the tractor, the blades and deck parts are not turning).

JD had a quality control problem years ago w/powder coating. they were not applying the powder immediately after prepping and the result was what you saw. A film or oxide formed while waiting for powder and baking.

I had the same issue with my 455 and 60 deck.

Powder coat is a good finish, IF done correctly, but is much harder than paint to do so.
 
powder coating in places on my jump trailer bubbled. Then it a bear to remove.
I think the power coated over rust.
 
A lot of us are doing deck inspection/repairs this time of year. I had one off last weekend and realized I need to replace a spindle. I was surprised when I found the same spindle I bought in Sept. 2017 for $33 was now only $30. I was bracing myself for a price jump given how most costs have risen lately. It was nice to find something that had gone down! I'm thinking now I should have ordered two.
 
I did just that with the 54 mower from my 345 this spring. It was not nearly as rusty as yours though. It was hard to scrap or sand in many of the crevices, but I did my best with a wire brush and hand sander. Then Rustoleum oil primer and several coats of JD yellow spray paint. Looks a whole lot better and made me feel better also.

Used the rest of the paint on the hardened chains and drawbar hooks I used to skid firewood logs. Hoping if I lose one in the mud or snow or leaves I would be able to find it with that neon yellow paint.

While you have it off check for a worn out plastic bushing on the pivot on the spring tensioner. A lot of the JD decks use them and a pair of them is like 7.00 at the dealer. I had on on a 325 that was so bad I was afraid it would throw the belt. New bushings,packed it with grease and it had no up and down play in it.
 

My 98 cub cadet did the same after 7/8 years the paint popped off the metal was about to rust thru in fact it has holes in places.

I clean and apply loctite sf 754 rust treatment know as Loctite extend rust treatment let it dry and rattle can paint it. So far its keep it in check. The bad its a yearly deal...

To keep the deck clean of grass it would take quite a bit of time. Along with the poor powder coat paint job grass holding moister is a killer...
