2 bags of plastic things were thrown in a pile of stuff I bought at auction yesterday. Just a wild guess I am thinking a stake for a small tree or plant to hold it up. No writing on the package. Before someone has to be funny, I know the red thing is a ruler.

Family member that I showed these to earlier today just let me know that they are for holding Christmas lights off the ground. She sent me a photo of the ad selling them. I would never have imagined that was their use.
