It may help if you post the part number of the valve you are looking for might help so as to be sure people are looking for the right valve. Have you checked with John Deere? That would be the most likely place to find a new one and where I would start. Have you done an on line search using the part number for it? Someone might have a NOS one. Salvage yards will be used and you take your chances on how long they will last.

TimS posts on here and rebuilds a number of JD hydraulic components, you might reach out to him and see what he says about rebuilding it.

The metering pump is a Ross and very simple, it has nothing in common with the large, complicated steering valves used on the New Generation tractors.

The seal can be replaced by removing the steering wheel and a snap ring, and is not real expensive, I'd sure try replacing the seal.

At this point I went to jdparts.com and found out that the seal kits and even a new pump are no longer available from John Deere.

I would try calling Midwest Steering (800) 237-5048 and find out what they suggest.
