1942 Farmall H Shim plate

What would be the purpose of a 3/4 inch plate between the pedestal and the upper shaft , just bought the tractor last fall , noticed when removing the pedestal for service.
 
We had an H and it had the shim plate. Steering wear could get a bit loose especially in 5th gear on the road. I believe the plate was to help reduce the caster wobble induced with the speed. I used to ride one brake to help reduce that wobble. I'm more a Ford N guy but I do remember that plate.
 
Is it wedge-shaped? M&W company made a wedge-shaped shim for those tractors. They claimed it would reduce or eliminate the shimmy.
 
s a youngster we has a Farmall H that had a bad shimmy on the road. Brother was rotary hoeing with it and hat ground hog hole very hard. Seems it added enough caster that it never shimmied again after that.
