Back in the mid 50's, old mechanic in our community had one with the steel cleats.
They had just paved the road past our farm and I heard an awful racket one day.
Yep, he left marks in the tar and gravel.
They put up a sign.
"Tractors With Lugs Prohibited".

I just can't imagine going down a 15% grade and trying to stop. Catapulting into the neighbor's barn side is just wrong. Jim

In 1915, most farmers lived on the implement behind a horse. So the tractor was designed with power unit ahead with the operator seated behind it, on the implement to control implement operation. To mimic what was already commonplace.

So to my way of perceiving the way of thinking in 1915, operator location was the first thought and a great one at that.

Somewhat related, I have heard of people extending the handles on david Bradley 2 wheel garden tractors during WWII labor and machine shortages, to be able to again, operate horse drawn machinery with one person.

Yeh or pulling something with a chain hooked to the front in reverse.WILD RIDE or FLIGHT! lol
 
I saw two of those in a park going through Western Nevada a few years ago, I believe it was in Fallon. At the time I wondered why anyone would pour concrete on their wheels like that.
