Thanks for all the replies. The mechanic stated that the owner told him that the tractor ran great until about 1.5 years ago when the starter
drive was making a popping noise breaking off teeth. Did this a few times. When the mechanic got the starter ,the starter drive had a few
teeth broken and had a new cone. When he installed a new starter drive, several times the flywheel turned over, but tractor would not start.
Then no noise, just spinning .He is checking for end play on the crank as well as the timing. He would like some further clarification of where
the shims go. Thanks
 
The shims set the depth the starter sits in the mount hole in the block.

If the crank thrust is good, and the keeper on the starter shaft is in place, the depth should be right. Take a look at the face of the drive sprag cover. if it's not hitting he flywheel it doesn't need a shim.

I would do a careful inspection of the flywheel teeth, all the way around, for missing teeth and embedded pieces of an old gear.
