Case 400 Wont prime

Have a case 400 diesel, had a running engine in it when I bought the tractor 3 years ago, Engine was weak and head gasket finally let go at a plow day this summer. When I bought the tractor it came with another engine. I installed the other engine and can not get it to prime up American Bosch PSB pump. The spare engine has sat for approx 4 years or more inside. Id roll the engine over every once and a while. I hooked all the fuel lines up and performed the case bleeding procedure had fuel everywhere. Had injector lines on pump lose and no fuel coming out. Removed supply line to pump had a small stream coming out, Differently would of thought more fuel coming out changed out lift pump from engine that was running and didn't make a difference, Changed filters to other style that was on the runner. Fuel tank is full used compressor to push air in the tank. Cracked all the lines had fuel coming out at all fittings. Does anyone have any ideas? Or how much fuel should come out of the transfer pump?
 
Injection pump hydraulic head plunger is probably broken, common problem on the American Bosch PSB rotary pump. When they set unused awhile the plunger will stick in the
head, and just turning engine by hand will break the plunger..
 
Before you jump to the worst case with the head drive being
broken, make sure the throttle linkage is loose. Those have a
habit of sticking when they sit even a short time. Under the
head there is a cover, pull the cover and move the throttle
lever and watch to see if the throttle arm is moving. It's
hooked to the governor by a light spring and if it sticks at all it
won't move. If it doesn't move you can try to work it and see if
it gets loose. If it won't get loose you can pull it, but be careful
as there are small parts behind it that can get lost. Do not buff
it as it needs to fit tight, just clean it with solvent. It should
move freely when you move the throttle.
 
I see a lot of psb pumps. most have issues after setting. Check the quil and make sure it spins and moves up an down. Very
common to have a broken plunger. Al
