Ford 3000 gas engine govenor issue

I replaced the crank in my ford 3000 gas tractor.when re-assembling the engine I wasn't sure the position of the govenor outer race.(no.15 in shop manual).I located the 2 shafts in the upward position.I never messed with the linkage adjustment.the tractor runs good,but surges when off idle under load.not sure if it's a Gov.or carb issue.the carb had been on it's side during engine repair.my concern is if it matters how the Gov.outer race is installed.I don't want to be messing with linkage & carb. till i am sure the race is installed properly.
 
I can't help you on how the races go but;

If you disconnect the governor linkage from the carb then manually bring the engine up to operating RPM you will either will or will not have the same stumbling falling on it's face condition.

Process of elimination.

Could also be caused by;

-A bad plug or wire
-Timing
-Vacuum leak
-Air filter
-Fuel filter
-Exhaust restriction
-Low compression/head gasket leak
-Wet dist cap
-Choke not opening
-Etc etc etc
 
Surging is almost always caused by a too lean mixture, be it a simple adjustment, a clogged passage, or vacuum leak.

All the governor wants to do is hold the selected RPM, it doesn't think about what it's doing, it just modulates the throttle plate position.

See if a partial choke will stop the surging. If so try adjusting the idle mix. If it doesn't help or has no effect, there is likely a clogged passage in the carb.

If this is a Holley carb, consider trading it for a rebuilt Zenith or MS, whatever the alternative was for that model.
The Holleys were very troublesome on those.
 
thank you for that info.I did notice that it stops surging a bit if I play with the choke.I was concerned that I re-assembled the gov.properly.I also had the distributor rotate in base,but pretty sure I got it timed correctly.the carb was laid on it's side for a couple weeks while waiting to get the crank back.The tractor also has excessive crank time to fire.I know I should go "back to basics".but wanted to make sure the gov.was assembled properly before chasing my tail.I can't find any info on installing & setting up the gov. other than linkage.I will look at carb & vac. lines 1st,then linkage.
