This appears to be a massive old diesel in a fairly compact tractor. It looks more like an airport tug, or industrial tractor, rather than a field machine. Does anyone know what, and/or where it is?

I have seen tractors like that pulling earth moving pans.
To me, that cross spring for the front axle indicates Germany. The hood ornament
seems to be the Eagle of the German Reich, but I don't think it's that old. Looks
like mid 1950's. I doubt that it would have been permitted. The ornament on the radiator screen
seems to have a crown on it which indicates a government with a King. Perhaps Belgium? Holland?
